Ingrid C. Colberg Rodríguez

She is a lawyer and notary. Among her most notable achievements is her tenure as Executive Director of the Puerto Rico Ports Authority, where she oversaw operations at 9 regional airports and 12 cargo and cruise ship docks, as well as negotiated major agreements with international companies such as Lufthansa and Google. Under her leadership, Puerto Rico reached a record of 1.5 million cruise passengers in 2015, and she managed a budget exceeding $110 million. Her expertise includes government efficiency, human resources management, and regulatory compliance with federal agencies such as the FAA and the USCG.

Attorney Colberg Rodríguez has also served as a legal clerk for former Puerto Rico Supreme Court Justice Hon. Liana Fiol Matta, a litigation attorney for Universal Insurance Company, and Legal Advisor in the Office of the Legal and Public Safety Advisor to the Governor of Puerto Rico. Additionally, she has experience as a legal advisor for the Government Commission of the Puerto Rico House of Representatives.

She holds joint degrees: a Juris Doctor from the University of Puerto Rico School of Law and a law degree from the University of Barcelona. Ayleen Figueroa Vázquez 

Lawyer, legislative advisor, and expert in parliamentary processes, with over 15 years of experience in analyzing, drafting, and managing legislation in Puerto Rico. She served as Secretary of the Puerto Rico House of Representatives from 2013 to 2016, a role that solidified her as a key figure in directing and administering legislative processes and implementing high-level political strategies.

Her professional career includes direct advising to political leaders, developing innovative public policies, and effectively coordinating with interest groups and key sectors, in addition to overseeing administrative and operational teams. She is an expert in strategic lobbying, facilitating alliances between public and private sectors to promote impactful legislative initiatives.

Ángel Vladimir Maldonado Pérez 

A professional with over 20 years of experience in the technology field. He possesses a broad range of skills and expertise covering software engineering, project management, data analysis, and software architecture.

As Director of the Office of Technology and Information at the Puerto Rico House of Representatives, he leads a diverse team of professionals in developing and implementing innovative technological solutions for legislative administration and processes. He has been responsible for strategic planning, team management, and the successful delivery of projects.

Vladimir is a graduate of the University of Puerto Rico in Río Piedras, where he earned a Master’s degree in Information Science and Technology. He has also completed courses, obtained licenses, and earned certifications in areas such as digital marketing, law, social media, web analytics, and project management.
